Roberto Martinez will make a last-minute decision on whether to include injured Inter striker Romelu Lukaku in Belgium's World Cup squad.

Lukaku has been plagued by injuries since returning to Inter from Chelsea on a season-long loan in June, featuring in only three of their 19 matches this term.

The 29-year-old made his return from a thigh problem with substitute appearances against Viktoria Plzen and Sampdoria late last month, but he has since suffered a setback.

Simone Inzaghi confirmed on Saturday that Lukaku will not play for Inter again before the World Cup, which begins for Belgium against Egypt on November 23.

The Red Devils then face Canada on November 27 and Morocco four days later, and Martinez is hoping the striker will at least be available for the last of those matches.

Ahead of announcing his 26-man squad on Thursday, Martinez told L'Equipe: "The decision will be made just before we announce the list.

"It will relate to the three first-round matches. If he is fit to participate in one of those, he is a player we want in our team. If he cannot, he will not be retained."

Lukaku is Belgium's all-time leading scorer with 68 goals in 102 caps, including five goals in four matches during his side's successful qualifying campaign for Qatar 2022.

However, the Chelsea loanee's fitness remains a big concern for Martinez, who is heading into his third major tournament as Belgium boss.

"The management of the muscle injury is very personal," he said. "We are seeing signs of improvement, but we will wait until just before the announcement to give us more time.

"We have to assess the improvement in his tissues to help estimate the timeline for his recovery. If he's fit by December 1, he'll be with us."

Ecuador will keep their place at the 2022 World Cup after the Court of Arbitration for Sport (CAS) ruled in their favour on Tuesday, following attempts from Chile and Peru to have them thrown out of the tournament. 

Chile and Peru appealed to FIFA after discovering Ecuador had used ineligible right-back Byron Castillo in their successful qualification campaign.

The Federacion de Futbol de Chile (ANPF) provided proof that Castillo was born in Colombia and not Ecuador, as stated on his official documents.

FIFA dismissed all charges in June and again in September when the fresh evidence came to light, but Chile and Peru took the case to CAS with a further appeal.

However, the hearing on November 4 and 5 adjudged that "no violation of the rules on eligibility has occurred", leaving Ecuador free to compete in Qatar later this month.

Ecuador will, however, be deducted three points in qualifying for the 2026 tournament after being found to have used false information to obtain a passport for a Colombian-born player.

The South American nation, who face hosts Qatar in the opening game of the tournament on November 20, must also pay a fine of 100,000 Swiss Francs ($101,605).

In a statement released on their official website after the verdict was delivered, the Ecuadorian Football Federation (FEF) suggested they may themselves appeal those sanctions.

"The Ecuadorian Football Federation is analysing the next steps to follow, since it does not share the sanction imposed," the statement read.

Castillo appeared eight times in qualifying for Ecuador, including in both of their two meetings with Chile, but he did not play in either game against Peru.

Chile argued Ecuador should forfeit the games Castillo played in, having finished fourth in CONMEBOL's qualification group, while Peru felt they should have replaced Ecuador in Qatar as they finished fifth.

With only four teams qualifying automatically, Peru instead dropped into the intercontinental play-offs and were beaten 5-4 on penalties by Australia following a goalless draw.

Brazil, Argentina and Uruguay are the other nations representing CONMEBOL at the global showpiece event, which runs until December 18.

Richarlison could make his Tottenham return in Wednesday's EFL Cup trip to Nottingham Forest after recovering from a calf injury, Spurs' assistant coach Cristian Stellini has confirmed.

Richarlison suffered the injury in Tottenham's 2-0 win over his former club Everton last month and subsequently said he was worried about missing Brazil's World Cup campaign.

However, the forward was included in Tite's 26-man squad for the Selecao's campaign in Qatar on Monday, and he could feature at the City Ground after returning to training this week.

"Richarlison started training with the team yesterday," Stellini said on Tuesday. "For us, it's great news.

"We've missed Richarlison, like we've missed [Dejan] Kulusevski and everyone we've missed in this last month.

"He's only just started to train with us, we can use him, but we have to be careful, and we work day by day to take the right decision."

Spurs have battled an injury crisis in recent weeks, only welcoming Kulusevski back from a hamstring injury on Sunday, while Son Heung-min sustained a fracture around his left eye last week.

Stellini warned of the need to manage players' minutes as the end of a congested pre-World Cup schedule nears, adding: "Antonio [Conte] will take the decision tomorrow for the squad.

"It's not only Richarlison or Kulusevski, but also, we've played 11 matches [since October 1] and many players maybe have a small problem or fatigue to recover [from].

"Kulusevski came back in the last match and has been an important player for us for a long time. We are really happy to use him again. 

"He's an important player, like all the players we have, because in this type of schedule, full of matches, all the players are important."

Pep Guardiola is unsure if Erling Haaland will feature against Chelsea, but midfielder Kalvin Phillips will be part of the squad for Wednesday's EFL Cup third-round tie.

Haaland returned from a two-game injury absence as a second-half substitute against Fulham at the weekend and scored a late penalty to snatch a 2-1 victory for his side.

However, the Norway international – who boasts 23 goals in 17 appearances for City – has still not fully recovered from the foot injury and may sit out the visit of Chelsea.

"He is still not perfect," Guardiola said at Tuesday's pre-match press conference. "We'll see tomorrow [Wednesday] and on Saturday [against Brentford]. He is getting better. 

"What's important is the bone isn't broken so there's no damage, just the ligament is damaged a bit. It's not perfect right now, but in one week or 10 days anything can happen."

Haaland is expected to be called up by Norway for this month's friendlies with Republic of Ireland and Finland, but Guardiola says that will depend on the striker's fitness.

"If he feels good, to play for the national team is important for the players," Guardiola said. "I have no problem for players when they are fit to play for the national team."

Wednesday's match will come too soon for England defender Kyle Walker, who remains a World Cup doubt, but international colleague Phillips will be available.

Phillips has played just 13 minutes since joining from Leeds United during the close season, owing to a shoulder injury that required surgery.

Despite his lack of playing time, the midfielder remains hopeful of being included as part of Gareth Southgate's 26-man squad for Qatar 2022, which will be named on Thursday.

Asked if he believes Phillips will be ready to play a part for England in Qatar, Guardiola said: "That is up to Gareth Southgate. I cannot answer, I don't know what the plan is. 

"I think they are communicating with the physios and doctors – the club and the English national team. Apart from that I cannot answer you, I don't know."

City have won the EFL Cup four times under Guardiola and advanced from each of their past nine third-round ties in the competition, scoring 34 goals in that period.

Meanwhile, Guardiola's side have won 10 of their past 14 home matches against Chelsea in all competitions, most recently winning 1-0 in the league in January.

City are also through to the last 16 of the Champions League and are two points behind Arsenal in the Premier League, with the FA Cup set to start in two months' time.

However, in a week his side posted an annual profit of £41.7million, up from £2.4m in the previous year, Guardiola insists he is not looking to strengthen in the January window.

"We are not going to do that," he said. "We have the squad we have, we are pleased and that's all."

Former FIFA president Sepp Blatter says hosting the 2022 World Cup in Qatar is "a mistake".

Blatter was in charge of football's world governing body in 2010 when the Gulf nation was controversially selected to stage the upcoming tournament.

The build-up to the showpiece, which begins on November 20, has been dominated by concerns over the treatment of workers and laws that criminalise same-sex relations.

Blatter, who was cleared of fraud charges by a Swiss court earlier this year over financial misconduct allegations, maintains he never personally voted for Qatar to hold the event.

"The choice of Qatar was a mistake," he said in an interview with Swiss newspaper Tages-Anzeiger.

"At the time, we actually agreed in the executive committee that Russia should get the 2018 World Cup and the USA that of 2022. 

"It would have been a gesture of peace if the two long-standing political opponents had hosted the World Cup one after the other.

"[Qatar] is too small a country. Football and the World Cup are too big for that."

Amid a backdrop of political unrest in the build-up to Qatar 2022, FIFA president Gianni Infantino last week urged the 32 competing nations to focus solely on football matters.

"We know football does not live in a vacuum and we are equally aware that there are many challenges and difficulties of a political nature all around the world," FIFA's letter read.

"At FIFA, we try to respect all opinions and beliefs, without handing out moral lessons to the rest of the world. 

"One of the great strengths of the world is indeed its very diversity, and if inclusion means anything, it means having respect for that diversity."

Qatar has been transformed over the past 12 years in preparation for the event, but Blatter – who led FIFA for 17 years – says it should be held elsewhere.

"I can only repeat: the award to Qatar was a mistake, and I was responsible for that as president at the time," he said.

"Now that the World Cup is imminent, I'm glad that, with a few exceptions, no footballers are boycotting the World Cup. For me it is clear: Qatar is a mistake. The choice was bad."

Kalvin Phillips hopes to make England's squad for the World Cup after "recovering as fast as I possibly can" from shoulder surgery.

The Manchester City midfielder left Leeds United in the last transfer window to join Pep Guardiola's side, but he has only played 14 minutes for the Premier League champions this season.

That has largely been down to a shoulder issue that required surgery in September and left him as a doubt to make Gareth Southgate's 26-man squad for the World Cup.

Guardiola confirmed Phillips will be among the substitutes against Chelsea in the EFL Cup on Wednesday, though, and the 26-year-old hopes a timely recovery will see him make Southgate's travelling party.

"The shoulder's perfectly fine now," Phillips told BBC Radio 5 Live.

Speaking on the Monday Night Club, he added: "I have gone through a seven-week process of recovering as fast as I possibly can for the World Cup. Everything is going great.

"I've obviously not done it for quite a long time now, but I've kept my fitness up, and I'd like to think I could play 90 minutes."

England face Iran in their first game at the World Cup on November 21, but Phillips' place may be far from guaranteed after making just three substitute appearances since joining City.

When asked about his chances of boarding the plane to Qatar, Phillips said: "I'm not too sure yet. I'm very hopeful that I can be involved. We will have to wait and see."

While chances have been limited for the England international at City, battling with the likes of Rodri and Ilkay Gundogan for a midfield spot, Phillips praised Guardiola's management during his injury issues.

"Pep has been great, and he has spoken to me quite a lot. It is part of football, and he understands that," Phillips said.

"After my first full contact session the other day, he said he would hopefully try and get me minutes against Chelsea.

"[Following surgery] I spoke to Gareth and told him about my situation. I said I understood if he didn't select me, but he reassured me that 'as long as you're fit enough, and you prove you're progressing well, there's always a chance you will be called up'.

"I've done everything in my power to be as fit as possible, and hopefully I will be involved."

South American football confederation CONMEBOL has backed FIFA and called for participating nations to "leave controversies behind" ahead of the World Cup in Qatar.

The decision to stage the World Cup in Qatar has attracted renewed criticism on the eve of the tournament, with critics focusing on the host country's criminalisation of same-sex relationships and the conditions faced by migrant workers.

FIFA president Gianni Infantino and secretary general Fatma Samoura recently wrote to all 32 nations participating in Qatar, requesting they "focus on the football".

That letter led Amnesty International to accuse organisers of brushing human rights concerns "under the carpet", while a UEFA working group of 10 European nations responded by stressing the need to "support human rights".

CONMEBOL issued a statement of its own on Monday, outlining a belief in the need for "unity in support" of the tournament. 

"CONMEBOL and its 10 member associations join the call for world football unity in support of the FIFA World Cup Qatar 2022," the statement began.

"A country eager to show its hospitality and warmth, magnificent sports venues and 32 prepared teams with their greatest potential, ensure a tournament that will undoubtedly go down in history.

"As few times in history, human society today needs the powerful message of sport in general and football, the most popular of them, in particular. 

"This message is powerful because it is universal, it goes far beyond political or ideological disputes, temporary disagreements and occasional confrontations. It is a message full of optimism, tolerance, inclusion, diversity, union.

"The FIFA World Cup Qatar 2022 is the best opportunity to consolidate the values on which football is founded.

"This is especially so in the new generations, in girls, boys and young people, who hope and seek that football is not tarnished or distorted with biased or partial visions.

"The time has come to leave controversies behind and value and enjoy a true all-embracing party, eagerly awaited by the entire planet."

Dani Alves will become Brazil's oldest World Cup star after earning a recall for Qatar 2022, while Roberto Firmino has missed out on Tite's final squad, with Gabriel Martinelli preferred.

Alves is now 39 and made his international debut in 2006, but he is heading to his third World Cup this year.

The former Barcelona right-back will make Selecao history, with Djalma Santos – 37 at the 1966 World Cup – previously their oldest player at a finals.

Alves is not necessarily a hugely popular choice, but Tite responded to the veteran's critics.

"I didn't come here to please people on Twitter, which I don't even know what percentage of the Brazilian people represents," the coach said.

"I respect differing opinions and I'm not here to convince everyone. I just want to give information so that people democratically form their own opinion.

"Now, everyone has their opinion and everyone has my respect."

Alves' inclusion was the standout news from Tite's squad announcement on Monday, although the coach also had a big call to make in attack.

Arsenal pair Martinelli and Gabriel Jesus each made the cut, but Liverpool's Firmino did not due to the wealth of alternative options at Tite's disposal.

Firmino does not return after being named in the Brazil squad at the 2018 World Cup in Russia, although nine members of that group are included again.

Alisson and Ederson remain among the goalkeepers, while defenders Thiago Silva, Marquinhos and Danilo all return.

Manchester United pair Fred and Casemiro are unsurprising choices in midfield, as Neymar again joins Jesus up front amid a sensational season with Paris Saint-Germain.

Manuel Neuer has left the door open to representing Germany at another World Cup after this year's tournament in Qatar.

The goalkeeper, who won the Golden Glove at Brazil 2014 eight years ago with four clean sheets over seven games, looks set to play in his fourth edition later this month.

The Bayern Munich man has recovered from a shoulder injury, and is expected to be included in Hansi Flick's squad for Qatar 2022.

But Neuer has refused to rule out appearing at a fifth tournament, at the 2026 World Cup, when he will be 40 years old, keeping the door open for his international future.

"You never know. I assume that it will be the last World Cup for me, but it doesn't have to be like that," he told Sports Illustrated.

"I'm not afraid to say that we want to be world champions. We know that many nations want that. Many things play a role, but we need the right momentum."

The upcoming tournament will be the first at which Germany have not been led by Joachim Low since 2006, with his former assistant Flick taking the reins since.

Neuer enjoys a close relationship with the coach, having won the Champions League in 2020 under him, and believes his man management skills are a particular asset.

"After his time with the national team, we were always in contact and exchanged ideas. It's important to me that you can say everything to his face openly and honestly," the goalkeeper added.

"That's what I like about [Flick]. I don't have to mince my words and can be honest, even if I think that he didn't do something very well. I don't treat him any differently than I would a player, I can just throw my opinion out there."

Meanwhile, Neuer will be one of eight European captains – including England's Harry Kane – to wear a distinctive heart-adorned armband as part of the OneLove campaign in Qatar, protesting against discrimination in a country where same-sex relationships are criminalised.

The goalkeeper highlighted the importance of displaying unity through that gesture, adding: "The last European Championship took place during the Pride month of June, and within many European teams we decided we have to set an example. 

"Like in the round of 16 against England, when we supported each other, we went along with the Englishmen on their knees [against racism]. Harry Kane, like me, wore the rainbow armband. 

"That's how the European national teams came up with the idea of showing our flag together in Qatar. We want to demonstrate this diversity and freedom together. 

"We don't hide ourselves with 'OneLove', even if we were accused of it not being a rainbow flag [on the armband].

"We are acting even more united, and are showing the sense of unity that not only one nation is committed but that we are doing this together."

Jose Mourinho bemoaned Paulo Dybala's absence after Roma slipped to a 1-0 derby defeat against Lazio, but revealed his hope the Argentina international will return before the World Cup.

Felipe Anderson capitalised on an error from Roger Ibanez as Maurizio Sarri's team clinched a crucial win over their arch rivals on Sunday, moving to third in the Serie A table.

While Lazio were without influential duo Sergej Milinkovic-Savic and Ciro Immobile at the Stadio Olimpico, Roma only managed two shots on target as they toiled in the absence of Dybala – their top goalscorer with five league goals this season.

"We talked about Milinkovic-Savic and Immobile, we didn't talk about Dybala," Mourinho said at a post-match news conference.

"I think he is more important, because he's the one that assists us with goals. When certain players are missing, we go into difficulty."

Dybala has been absent since October 9 after sustaining a hamstring injury, but Mourinho hopes he will return against Torino next Sunday, in what would also be a boost for Argentina ahead of their trip to Qatar.

"Obviously he wants to go to the World Cup, it is difficult to say no to that," Mourinho told DAZN. "If there is a good evolution of his injury, we hope to have him back on Sunday against Torino."

Roma have suffered narrow defeats to several of Serie A's leading lights recently, but Mourinho believes they have not always got what they deserved.

Asked about the Giallorossi's poor record against top opponents, Mourinho added: "Roma lost those games, in my opinion, undeservedly. 

"Atalanta made one shot on goal and won 1-0, Napoli had difficulties like never before and won with a great goal from [Victor] Osimhen, and Lazio won with a half-goal. 

"I think the game they played was the consequence of being 1-0 up, in a low block, compact. In our cultures, it is said that this was a cynical, intelligent game. In England, people would go home after 20 minutes.

"The playing time was definitely very low, the intensity and continuity of the game was very low. We dominated, but there was a lack of creativity."

Trent Alexander-Arnold will be a potential World Cup liability if England boss Gareth Southgate takes the plunge and picks the Liverpool right-back, according to Gary Neville.

Despite playing a starring role in Premier League and Champions League games for Liverpool, Alexander-Arnold's defensive shortcomings have caused concern.

He has been consistently terrific when attacking, but with England's defence likely to come under heavy strain the deeper they go in the Qatar 2022 finals, Neville doubts Alexander-Arnold is the man for the job.

Southgate is expected to name his squad on Thursday, and Neville said: "It's a really tough one because his brilliance going forward is out of this world, but we're talking about knockout football, and how are England going to win or lose in a World Cup?

"It's going to come down to a moment – a mistake, concentration – and at this moment in time I can't see how Gareth could go into a knockout game of a World Cup playing Trent Alexander-Arnold."

Speaking on Sky Sports after Liverpool won 2-1 at Tottenham in the Premier League, former Manchester United and England right-back Neville pointed to a first-half moment where Alexander-Arnold made contact with Spurs wing-back Ryan Sessegnon, who went down in the penalty area.

No spot-kick was awarded, but Neville suspected it might have been had that incident happened at the business end of a World Cup.

"I want this player to be the greatest right-back of all time," Neville said. "He's got the ability to do that. But today at times, again, he looked like he could cost Liverpool dearly.

"He does rash things. In a World Cup that would have been a penalty against him today, and in a second phase or a quarter-final, he's giving a goal away, so I don't think Gareth will trust him in a knockout game.

"Which means, will he then take him, if he's got four brilliant right-backs also potentially to go?"

Southgate has injury doubts to contend with among his full-backs, but Neville identified Reece James, Kyle Walker, Ben White and Kieran Trippier as players who might be better placed to make the trip. James and Walker are battling to get fit in time to travel.

What makes Neville think there is a case for Alexander-Arnold to make the plane is that the 24-year-old could be a handy substitute if England are chasing a game and need attacking verve on the flanks.

"He won't start him, I don't think," Neville said, "but will he take him as that person to bring off the bench if England need a goal? That is the decision Gareth has to make."

Philippe Coutinho's hopes of representing Brazil at the World Cup are in doubt after the Aston Villa man suffered a quadriceps injury in training.

Coutinho was a surprise absentee from the matchday squad as Unai Emery's Villa beat Manchester United 3-1 in the Spaniard's first game at the helm on Sunday.

The former Liverpool, Barcelona and Bayern Munich creator has failed to score in 12 Premier League appearances this season – although six of those outings have come as a substitute.

The 30-year-old's poor form saw him miss out on Tite's squad when Brazil beat Tunisia and Ghana in September, though he has won five of his 68 senior caps for the Selecao this calendar year.

However, Coutinho's chances of travelling to Qatar appear to be slim after Emery ruled him out of Villa's upcoming trips to United in the EFL Cup and Brighton and Hove Albion in the Premier League.

"Coutinho is injured," Emery said. "I don't know how long it will be, but today he couldn't play and he's not going to play until after the break. 

"It's a muscular injury. He's not going to play on Thursday or Sunday because he's out for longer."

Coutinho was omitted from Brazil's squad for their home World Cup campaign in 2014, but was a regular during the side's run to the quarter-finals in Russia four years later, scoring against Switzerland and Costa Rica.

Brazil are considered among the favourites to win the tournament, and face Serbia in their Group G opener on November 24 at the Lusail Stadium.

Tottenham head coach Antonio Conte is "confident" Son Heung-min will be able to feature for South Korea at the World Cup in Qatar.

The forward suffered a fractured eye socket during Spurs' 2-1 victory against Marseille in the Champions League in midweek, sparking concerns about his availability for the upcoming tournament.

It was then confirmed that Son would undergo surgery on his injury and he missed Sunday's defeat to Liverpool, with Conte confirming ahead of the match he would not play for Spurs again before the season breaks for the World Cup.

However, Conte had an encouraging update for Son's availability for the tournament in Qatar as he believes he will represent his nation.

"With Sonny, I sent him a message after the surgery," he said after the loss to Liverpool.

"Sonny was really, really disappointed with this situation but I hope for him to recover very well and to play in the World Cup because I was a player and I know the importance of the World Cup.

"I'm confident that he can come back quickly and play in the World Cup. He's not in hospital now, he's home."

The World Cup gets underway on November 20, but Son has a further four days recovery before South Korea begin their campaign in Group H against Uruguay.

Alphonso Davies will be fit to represent Canada at the World Cup despite sustaining a hamstring strain in Bayern Munich's win at Hertha Berlin, the Bundesliga giants have confirmed.

Davies was forced off in the 64th minute of Bayern's 3-2 victory at the Olympiastadion on Saturday, sparking fears he could miss Canada's first World Cup appearance since 1986.

The left-back was seen clutching his right hamstring as he walked gingerly from the field, and head coach Julian Nagelsmann initially did little to ease fears over his condition.

Speaking after Bayern's win, Nagelsmann revealed Davies was suspected to have suffered "at least one fibre tear" and said a more accurate diagnosis would be available on Sunday.

However, Bayern have now revealed Davies should return for Canada's trip to Qatar, though he will miss his club's upcoming Bundesliga games against Werder Bremen and Schalke.

A statement on Bayern's website read: "FC Bayern will be without Alphonso Davies for the two remaining Bundesliga games prior to the winter break. 

"The 22-year-old full-back suffered a hamstring strain in the 3-2 win at Hertha BSC on Saturday. The diagnosis was confirmed by the German record champions' medical unit. 

"The Canada international's participation in the World Cup in Qatar is not at risk."

Canada will face Belgium in their Group F opener on November 23 before taking on Croatia and Morocco.

Callum Wilson left Newcastle United's 4-1 win over Southampton as he was feeling unwell, rather than due to any injury that might have hurt his World Cup chances.

Wilson has emerged as a potential option for England in Qatar after recovering from a fitness concern earlier in the season to score six goals.

But in front of watching Three Lions manager Gareth Southgate at St Mary's on Sunday, Wilson was withdrawn at half-time.

The striker had shown no obvious sign of discomfort before the break, yet his injury history prompted worries of a setback that would stop him playing for his country. Dominic Calvert-Lewin was injured for Everton on Saturday.

However, Newcastle coach Eddie Howe confirmed there was no long-term issue behind Wilson's substitution, with the striker having revealed earlier in the week he was battling a cold.

"Callum wasn't that well in the week and felt light-headed and dizzy, so that's why he came off," Howe told Sky Sports.

"It was a joint decision. He didn't feel he had the energy needed and it was an easy decision to replace him with Chris [Wood], who came on and got the job done."

Kieran Trippier had gone down late in the first half for Newcastle. An injury to the right-back would have represented a major blow for Southgate, who may already be without Reece James and Kyle Walker.
