Garth Gayle, President of the Jamaica Athletic Administrative Association (JAAA) and Olympian Dr. Una Morris are among four sports personalities conferred with the Order of Distinction during Jamaica’s annual National Honours and Awards held on the lawns of Kings House in Kingston on Monday when the country celebrated National Heroes' Day.

Long-time sports administrator David Mais and many-time national table tennis champion turned coach Sandra Reittie also received awards.

Gayle, a long-serving member of the JAAA, was elected president in November 2020 but has had a long and distinguished career as a sports administrator. The principal of Charlie Mount High School since 2016, Gayle has served as chairman of the North American, Central American and Caribbean Athletics, was a member of World Athletics Technical Committee between 2016 and 2019 and a member of the Organizing Committee of the Inter-Secondary Schools Sports Association.

He was conferred with the Order of Distinction (Commander Class) by Governor General Sir Patrick Allen for his contribution to sports locally and internationally.

Dr Una Morris, was conferred with the Order of Distinction (Officer Class) for her contribution to the field of sports, especially track and field.

Dr Morris is a retired sprinter, physician, restaurateur, and food caterer.

She represented Jamaica at the 1964, 1968 and 1972 Summer Olympics. As a teenager she finished fourth in the 200m at the Summer Games in Tokyo, Japan. She also won a bronze medal in the 4×100 metres relay at the 1967 Pan American Games and was Jamaican Sportswoman of the Year in 1963 and 1964.

David Mais, a former chairman of the board of the GC Foster College of Sports and Education is a long-time golf administrator and tournament director, was conferred with the Order of Distinction (Officer Class) for his contribution to sports, education and community development.

Reittie, an 11-time national table tennis champion, who now coaches young athletes was conferred with the Order of Distinction (Officer Class) for her contribution to sports, in particular, table tennis and the development of young athletes.

Reittie is a former table tennis coach at the University of the West Indies, Mona campus and has coached at Ardenne High School and Campion College.

One-hundred-and-twenty-six Jamaicans were conferred with national honours during the ceremonies on Monday.

Team Jamaica Bickle (TJB), known for their longstanding support of Jamaican athletes and their commitment to the welfare of young talents, will be making a significant contribution to the safety and well-being of students and athletes in Jamaica.

Through their "Defibrillators in Schools" initiative, TJB is set to present 35 Automated External Defibrillators (AED) to various schools and sports associations on Wednesday, October 18, 2023. The presentation will take place at the Alfred Sangster Auditorium, situated on the campus of the University of Technology (UTech).

The event will commence at 9:00 am and will not only involve the formal presentation of the AED units but will also include an in-person training session on how to use the AED and its importance. In addition, the participants will receive training in Cardiopulmonary Resuscitation (CPR) and be provided with a Sports First Aid Kit to enhance their readiness for emergencies.

The roots of the Team Jamaica Bickle "Defibrillator to Schools Program" can be traced back to 2014 when it was initiated after the tragic loss of St. Jago High School student, Cavahn McKenzie, at a cross-country meet in Tobago. This heartbreaking incident prompted TJB to take action, recognizing the urgent need for schools, especially at sporting events, to have access to emergency resources.

Since the launch of the program in 2014, TJB has donated over 100 AED units to schools and organizations while providing training to more than 400 staff and students. The training sessions are to be conducted by skilled nurses Delores McGregor, Sharon Thompson, and Winsome James, all of whom belong to the Diaspora Health Care Sector. They hold certifications in Basic Life Support (BLS) and are members of the New York-based Jamaican Nurses Association in the Northeast Diaspora.

Apart from schools, the initiative extends to various sporting associations, including Netball Jamaica, Jamaica Volleyball, and several tertiary institutions, such as UTech, GC Foster College of Sports and Recreation, Montego Bay Community College, and The Mico University College.

In a groundbreaking move, Sportsmax Limited, the leading sports broadcasting channel in the Caribbean, has launched a state-of-the-art studio and production facility at its parent company Digicel Headquarters, located at 14 Ocean Boulevard in downtown Kingston. We watch them from across the world. When we come here and we see the religion that track and field is, it's just amazing to watch."

Regarding the upgraded studio's capabilities and offerings, Coughlan elaborated, "We see this as just another stepping stone in that amazing development of Sports Max within the digital family. This is state-of-the-art. It was an investment that I must thank Gyorgy for. When I came here about three years ago now, Gyorgy came up with a business plan and to invest a large sum of money, and that very first meeting we had has now resulted in this state-of-the-art complex."

Gyorgy Zsembery, Group Chief Executive Officer, Home and Entertainment at Digicel, shared insights into the goals and plans for the new facility, stating, "So my thoughts are very simple, you know. Sports Max started as a sports channel, but this is a media company with a lot of capabilities how to produce anything as it is now. It's not just sports channels what we produce, and also we do live productions, events, productions all the way to advertising."

Zsembery further emphasized the regional impact of this investment, saying, "We want to develop this business that others also use it, but at the same time we know that for our products, we have the best technical infrastructure. And you know it can be used for apps, it can be used for anything which is related to media or entertainment. Regarding the new broadcast studio, Zsembery emphasized that it is comparable to the very best in the world.

“This is real like ESPN, Sky, CNN, the same level because I think when you do something you always have to do the best, which is in this moment the latest (technology). So we decided that we're investing into the best.”

Nicolas Matthews, CEO of Sportsmax Limited, highlighted the channel's rich history and its commitment to delivering exceptional content, saying, "We have been broadcasting and producing several sporting content for over 21 years. "

Natalie Neita Garvey, the Opposition Spokesperson for Sports, is advocating for the implementation of a Sports Incentive Act. During her sectoral presentation in the House on Tuesday (June 6), the Member of Parliament for North Central St Catherine put forth several recommendations under the theme of "Looking at the Bigger Picture."

"I propose the enactment of a Sports Incentive Act, which would introduce a short-term incentive program aimed at generating a significant amount of robust business activity to support the growth and development of this massive sector," expressed Neita Garvey.

She emphasized the importance of establishing a public-private sector partnership to create an incentive program that would attract investors from both domestic and international sources. Additionally, this program would serve as a means to incentivize industry stakeholders within Jamaica.

The proposed incentive program seeks to provide a ten-year relief from GCT (General Consumption Tax), income tax, and import duty for the following entities:

All registered Sports Clubs.
New clubs with 50 or more paying members, with a minimum addition of 20 members per year.
Existing Clubs that have undertaken or plan to undertake substantial structural improvements and possess a lease of 50 years or more or own their clubhouse.
Clubs engaged in community peace management initiatives.
Clubs involved in sustainable environmental projects and activities, such as water harvesting, greenhouse technology, recycling, and energy conservation.
Neita Garvey recommended several categories that would make a Club eligible for any of these incentives, including equipment and supplies, apparel, footwear, educational material, purchase and/or lease of additional physical space to enhance the sport/s, and housing/dormitory facilities.

The objective of these incentives is to stimulate growth within the sub-sector and attract stakeholders from low to middle-income groups.

The proposed measures include:

Exemption from GCT and customs duty for specific items imported for a period of five years (utilizing the discretionary authority of the Minister of Finance & The Public Service).
A five-year exemption from corporate taxes for investors in sporting attractions (utilizing the discretionary authority of the Ministry of Finance & The Public Service).
Private sector investments in physical infrastructure for sports development would receive the necessary tax write-offs to incentivize their contributions.
Neita Garvey highlighted that prior to finalizing incentive packages, clearance must be obtained from the Ministry of Finance & The Public Service through the Ministry of Sport, as they consider the bigger picture.

Furthermore, the Opposition spokesperson called for the reinstatement of the National Sports Council, noting that it has not convened since 2016.

 

Jamaican investigators said more arrests are to be expected following fraud charges laid against three employees of the country’s Institute of Sports (INSPORTS) involving more than USD$1 million on Wednesday.

The Major Organized Crime and Anti-Corruption Agency (MOCA) announced that they have arrested and charged three men in connection with a USD$1.45M (JMD$222m) fraud racket committed at the Institute of Sports (INSPORTS) between 2011 and 2017.

The three – Andrew Wright, Rudolph Barnes and O’Neil Hope - have been charged with a variety of offences including conspiracy to defraud, acquisition, use and possession of criminal property, engaging in transactions involving criminal property and larceny as a servant.

Wright is the promoter of the internationally popular Chug IT and French Connection parties.

All three, MOCA said, are alleged to have been part of a team of former employees of INSPORTS, who wrote, signed and cashed fraudulent cheques for payees who were neither employees nor contracted workers of the entity.

The suspected fraud and other irregularities were detected by INSPORTS in 2017 during an examination of their financial records. The matter was then reported to MOCA triggering an investigation.

Major Basil Jarrett, MOCA’s Director of Communication, expects that there will be additional arrests in connection with the case.  “These arrests are the first set of arrests as MOCA currently has warrants out for several other individuals,” said Barrett, who in a statement praised MOCA’s partners, the Office of the Director of Public Prosecutions (ODPP) the Financial Investigations Division (FID) and Tax Administration Jamaica (TAJ), for the critical role they played in the investigations.

“These types of investigations are complex undertakings requiring thoroughness and collaboration so it took a meticulous approach, led by MOCA’s investigative teams, to examine all the leads and uncover all the evidence required to make these arrests and bring these charges”.

Meanwhile, Jamaica’s Sports Minister Olivia Grange said the arrests are an indication of the efforts to regularize operations at INSPORTS since she assumed responsibility for the entity in 2016.

“I have noted the arrests and charges brought by the Major Organized Crime and Anti-Corruption Agency as part of a long-running investigation into serious irregularities that took place several years ago at the Institute of Sports. I await the outcome of the process,” she said.

“On my return to government in 2016, I received a Special Audit of the Institute of Sports by the Auditor General, which showed an organization that was continually breaking the law, badly managed and in need of urgent transformation.

I understand that the arrests and charges are linked to that period when INSPORTS was considered a rogue agency.

Under our watch, the Institute of Sports is a completely transformed agency with improved internal controls, is well-run and delivering its mandate of developing sports at the grassroots.”
